JOB DESCRIPTION
Summary:
Responsibility includes: recruitment, training, development, and supervision of Property Managers, Assistant Property Managers, Administrative and Maintenance staff. The Senior Property Manager shares responsibility for maintaining the physical asset and performance of the assigned properties. This position supports the Vice President of Property Management and other co-workers with special projects, administrative tasks, and other related work as needed.
Essential Functions:
Responsible for maintaining desired internal financial goals for each asset within the portfolio as defined by the President and Owner. This includes occupancy levels, income levels, delinquency percentage and cash flows.
Ensure that all HUD and RI Housing compliance directives are performed and implemented in a timely manner. Including but not limited to: tenant file review and approval, monthly HAP requests, waiting lists, financial reporting, rent increases, rent schedules, etc.
Coordinates an effective communication system involving the Main Office, Senior Property Managers and the site team. Prepares and conducts staff meetings to disseminate information. Establish and revise property management forms, reports, and manuals including updates, changes and additions. Assists in the development and monitoring of company policies and procedures related to property management.
Reviews Property administrative, accounting, maintenance areas to ensure compliance with established policies and procedures; approves all exceptions. Resolves tenant relation issues. Monitor and follow-up with Fair Housing Complaints, Minimum Housing Citations, Exigent Health & Safety Issues. Coordinate with Property Manager MOR and REAC inspections.
Hire, assists in training, supervise, develop and terminate the employment of those supervised in accordance with company policies and directives. Prepares performance reviews on Property Managers, Assistant Managers, Administrative and Maintenance staff. Recommends new hires, status change, and terminations for all employees.
Supervise and coordinates preparation of annual operating budgets and capital expenditures, reviews quarterly variance reports, Union Contract matters and disciplinary actions related to the Union Contract.
Monitor vendors and work performed. Process invoices, spot check codes and work with other departments to stream line Managers overall performance and legal matters.

Position Type/Expected Hours of Work
This is a full-time position.
Days and hours of work are Monday through Friday, 8:00 am to 4:30 pm.
