The Connecticut Green Bank [hereafter "Green Bank"] is seeking a Counsel to join its Legal team, with a focus on supporting its suite of financing programs.

EXAMPLES OF DUTIES:
Individual responsibilities may include:
Legal Support
Providing legal and regulatory advice and support across the Green Bank on a broad range of transactional and regulatory matters impacting the financing programs;
Acting as Counsel for closings and executing financing program agreements based on template transaction documents;
Improving template transaction documents based on closing experience and program needs;
Assisting in coordinating and tracking the Green Bank's outside counsel work for certain transactions;
Developing professional service agreements with various partners;
Assisting in administering, researching, analyzing, and drafting regulatory and policy plans and reports pertaining to the Green Bank's operations in a timely and accurate manner;
Assisting in developing the Green Bank's Comprehensive Plan and annual updates as they relate to the Green Bank's financing programs;
Working on a variety of transaction-related matters including assisting in drafting and negotiating various loan agreements, power purchase agreements, lease agreements, construction contracts, and programmatic agreements with program partners, memorandum of understandings, and other legal instruments necessary to implement the Green Bank's financing programs;
Assisting in analyzing, reviewing, and drafting proposed legislation related to the Green Bank's programs; and,
Performing any other legal, regulatory, and policy duties as necessary.
Financing Programs Support
Providing comprehensive support to the financing programs administered by the Green Bank [e.g., C-PACE lending and commercial solar development]; specifically:
Working with municipalities throughout Connecticut to facilitate the adoption of Green Bank programs and associated program documents;
Working with the banking community in Connecticut, with a particular interest in streamlining mortgage holder approval processes;
Working with commercial contractors that are designing or building projects for the Green Bank pursuant to EPC contracts;
Supporting the selection of consultants and RFP administration, where necessary, to support the programs in areas where the Green Bank does not have in-house capacity or expertise;
Working with capital partners to structure the sale of Green Bank-funded transactions, as well as other financial partnerships that may benefit the growth of the Green Bank's financing programs.
Regular outreach and public speaking related to the Green Bank's financing programs;
Supporting the development of the pipeline of projects;
Providing ongoing support to key stakeholders, both internal and external;
Preparing materials for the Green Bank's Board of Directors and governance committees;
Working with the Financing Programs team to develop clean energy programs and initiatives, including other financial programs for properties or projects that are not well-suited for existing programs;
May supervise Green Bank staff including assistants and interns; and,
Other duties as necessary.

MINIMUM QUALIFICATIONS REQUIRED:
The following minimum qualifications in knowledge, skill, and ability are required:
Knowledge of and direct experience in transactional legal work;
Knowledge of renewable energy and energy efficiency policy and energy economics;
Knowledge of commercial real estate finance;
Ability to analyze governance documents, title searches, lien searches, and other complex financial and legal concepts and documents;
Knowledge of clean energy market development;
Knowledge of administrative law proceedings and energy regulation;
Experience in program/project management;
Some experience in project finance and development;
Proficiency in the Microsoft Office Suite including Word, Excel, PowerPoint, Outlook, and other software programs as necessary;
Strong interpersonal skills involving the ability to work with management and a variety of other parties, at all levels, internally and externally;
Strong writing skills and the ability to communicate effectively, tactfully, and courteously through oral and written communications;
Ability to work independently and as part of a team, exercise judgment, think critically and creatively, and take initiative;
Excellent strategic, problem-solving, and facilitation capabilities;
Must be a self-starter and have the ability to prioritize work in a fast-paced, deadline driven environment.
EXPERIENCE AND TRAINING:
General Experience
A Juris Doctor Degree from an accredited law school and a minimum of one [1] year of experience providing program support, ideally in a field related to clean energy, are required. Selected candidate must be admitted into the Connecticut Bar within one [1] year of the start of employment.
Substitutions Allowed
A Master's Degree in environmental science, engineering, economics, law, business administration, or other relevant field may be substituted for one [1] year of general experience.
One [1] year as an Associate may substitute for general experience.
EMPLOYMENT DETAILS:
This position reports directly to the Chief Legal Officer.
It is expected that the position will be based in the Green Bank's Hartford or Stamford, CT offices, with opportunities for some remote work.
